It is concerned, above all, with the operational level of American policy as expressed through the activities and war plans of government agencies and armed services. It sheds new light on US intelligence activities and cooperation with Norway and Nordic countries (including the U-2 incident); the evolution of US forward maritime strategy in the Atlantic; and on planning for strategic air operations in the event of war.
