    The Eleventh Plan (2007-12) sought to build on the gains achieved in the Tenth Plan and shift the economy to a path of faster and more inclusive growth. The Mid-Term Appraisal reviews the experience in the first three years of the Eleventh Plan and seeks to identify sectors where corrective steps may be needed to ensure that growth is broad-based and inclusive. The report specifically reviews the progress made in five critical areas: Aggregate and sectoral growth;
    Inclusiveness and poverty reduction; Infrastructure development; Plan financing; Governance
    Focusing on the vulnerable sections of the population-Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), women, and minorities, the report assesses the programmes aimed at providing access to health, education, and other essential services, as well as livelihood support to the poor. In addition, it identifies some important policy issues which were not fully recognized at the time the Eleventh Plan was drafted such as an integrated energy policy, water management,
    climate change, new technologies, and innovation. Going beyond making mid-course corrections, the report calls for an in-depth review of the policies in these areas in order to attain the goal of sustainable development.
